Dr. Avigail Dolev holds a PhD in Public Administration and Strategic Urban Development and is an expert in urban planning, sustainable development, and urban economic development. She brings many years of experience in urban planning, entrepreneurial and economic thinking, and sustainable development, guided by a holistic perspective that views the city as a living system of economy, community, and environment.
Her professional work is grounded in a unique integration of academia, public administration, regulation, entrepreneurship, and planning practice, enabling her to support complex processes from the vision stage through to practical implementation.

Advisor to developers, companies, and public institutions, leading significant urban programs, mixed-use developments, planning-based business development, and the management of complex planning processes
Advisor to the National Planning Administration, Haifa District, leading large-scale plans and urban renewal initiatives
Co-founder of an Impact Accelerator in partnership with 8200 Impact, serving as Head of the Sustainability Center at Shenkar
Chief Executive Officer of the Municipality of Nesher, followed by CEO of the community settlement Nofit, managing complex urban systems including planning, operations, education, welfare, and maintenance
Founder of the Green Building Certification Department (IS 5281) at the Standards Institution of Israel, leading expert committees responsible for drafting the full standard and implementing it within local authorities
Head of Urban Planning, Haifa District, on behalf of the Society for the Protection of Nature in Israel, including representation on the National Planning Council and regional and local planning committees; leading professional opinions and policy documents; and promoting planning that integrates nature conservation with urban development
